The inception of the Butlins Bahama project dates back to 1946, during a vacation taken by Billy Butlin in Bermuda. While indulging in his "rum punch," swimming in the crystal-clear waters, and experiencing water skiing for the first time, he was having a delightful time. Yet, a nagging thought occupied his mind. He observed how the holidaymakers were enjoying themselves, which led him to recognize a promising business opportunity. With the enchanting appeal of Butlins, he believed a successful venture could be established. Although he understood the necessity of enjoying his personal time, the temptation to focus on business was overwhelming. As he began to take notes, he realized that many of the other vacationers were Americans who were enjoying the "Caribbean paradise." This style of holiday was becoming increasingly popular for those looking to escape the winter months and relax from their busy work lives. As he started to look more into this new adventure, Billy would start to look at the appeal "it's about eight hundred miles from New York" which told him that there was a project waiting to start.

The entrepreneurial side of Billy Butlin began to take charge as he envisioned greater possibilities. He stated, "Clearly, also, the Caribbean was a fast-growing holiday area for Americans". This perspective led him to focus on opportunities rather than merely taking a break from his responsibilities. He thought, "Equally, clearly, investment in the Caribbean could bring millions of vitally needed dollars to Britain". With another project in the works, he had already initiated the first steps during his holiday, just like it did on that special day in Barry Island, South Wales.
